
These four Imperators have final say in all matters pertaining to the War, which includes the actions of the Nobilis. They are the coterie atop the chain of martial law, stragetizing the War against the Excrucians and setting down the Code Fidelitatis for all Nobles to follow. In theory, the four are equal, but in truth, Lord Entropy heads the council with a bloody fist. From least interesting to most:
Surolam, a creature of tradition and precedent, is set in her ways and unwilling to adapt to changing times.
Ha-Quadosch Berakha, who has little interest in governing, views the Earth as his playground and votes only to enhance his personal power.
Ananda is the Imperator of Murder, the Infinite, and the Fourth Age to come -- his reign shall begin once this Age has come to a close. His glory is terrible; humans and weaker Nobles dare not face him lest they be driven mad with joy. He sits silent on the Council, bound by circumstances that no one truly understands and unable to oppose Lord Entropy. The closest he will come to voting against the Darkest Lord is to abstain from voting, allowing Surolam and Berakha to achieve a majority vote.
Lord Entropy is a creature of corruption, and so dark have been his deeds that his hands drip forever with blood. He is but a step away from being an Excrucian, but that step is an important one, for he is what they are not -- a part of Creation. Prophecy states that when the time has come, Lord Entropy will be the last defender of Creation, and that last defense on the day of Ragnarok will earn him forgiveness for all his crimes.
The Code Fidelitatis, below, is his creation; it is no coincidence that the laws therein can be twisted to apply to almost any Noble, giving the Darkest Lord an excuse to bring them up before him. This corruption of law is inevitable, as everything he touches becomes corrupt over time. Every mortal organization or Noble that he controls directly sinks into corruption and degradation over time, thus he must do his work from at least one step away. It is for this reason that he has created the Cammora.
In 1342, Lord Entropy created the Cammora as the mortal arm of his rule. He recruited the power behind the throne of every great nation and organization, building a loyal base by which he could manipulate each world. While any given Noble might be a shadow leader for one particular company or religious schism or crime ring, making a move to obtain greater power will invariably require a bargain with the Cammorae in power there. They tend to be incredibly useful and incredibly arrogant, as Lord Entropy has sworn to protect not only them, but any who works for them.
This protection is important: While it does prevent a Noble from harming any of the Cammorae, it also means that any Noble may aid a Cammoran without fear of legal retribution. Both the actions of the Cammora and anything done at the request of the Cammora are automatically exempt from the Code Fidelitatis. They, and those working for them, are truly above the law.
Thou Shalt Not Love Another
Known as the Windflower Law, this is notoriously difficult to enforce, given the impossibility of knowing a Noble's true emotions. Still, some Nobles are caught red-handed when they were foolish enough to openly admit their love. While Powers are not allowed to love their Anchors, the law does not make any assumptions regarding their doing so, as Anchors can be created through love or hate.
Thou Shall Harm None Who Has Done No Harm
The aspect of this law, also known as the Chestnut Law, that amazes most new Nobles is the fact that even Excrucians are considered protected by it -- until one of them does harm, no Noble may harm them. Lord Entropy has said that this is to hold Nobles to a higher standard of ethics, creating a spiritual differential between Nobles and Excrucians, which allows him to better sense the treasonous. Note that inducing dementia animus in a human is borderline "harm" and inducing it in several humans definitely crosses the line.
Treat No Beast as Your Lord
Nobles who immerse themselves too deeply into humanity risk losing the spark of Creation within themselves. All submission is forbidden, even if done falsely; it is beneath the dignity of a Noble to pretend to swear an oath or surrender to a human. Most legal precedents suggest that this law overrides the Chestnut Law; a mortal who insults or humiliates a Noble is no longer protected from harm.
Protect No Power From the Justice of the Code
A Noble who assists in a crime shares the guilt for that crime. A Noble who knowingly aids a fugitive shares in their punishment. A Noble who accidentally or unknowingly aids a fugitive has committed a lesser crime. However, anything done to directly aid the Cammora is never a crime.
Serve Thy Imperator Before the War, and the War Before Thyself
A Noble's primary duty is to his Imperator, to guard and manage the Chancel and serve in whatever other way the Imperator demands. After that comes the Noble's responsibility to both Creation itself and to his or her Familia. The promotion and protection of one's Estate is considered part of protecting Creation, though it takes most Nobles little time to learn to justify almost anything they do as "promoting their Estate". The Council's courts are aware of that, and will reign in a Noble whose hedonism is endangering his Chancel or the War.
